Ghana Customs & CUBAG Partnership: Boosting Trade Efficiency & Revenue (2025 AGM) (2026)

A powerful alliance is strengthening to boost revenue and streamline trade processes in Ghana. The Customs Brokers Association of Ghana (CUBAG) and the Customs Division of the Ghana Revenue Authority (GRA) are joining forces to enhance revenue collection, ensure trade compliance, and improve efficiency at Ghana's ports and border points.

This renewed partnership was a key focus at CUBAG's 2025 Annual General Meeting (AGM) in Koforidua, bringing together customs brokers, regulators, and key stakeholders under the inspiring theme: "Empowering Progress: CUBAG's Commitment to People, Technology, and Partnerships for Sustainable Growth."

Speaking on behalf of the Commissioner of Customs, Aaron Kanor, Deputy Commissioner in Charge of Operations at GRA's Customs Division, emphasized the vital role of customs brokers in Ghana's trade and revenue landscape. He highlighted how accurate customs declarations, proper valuation, and correct classification of goods, all facilitated by customs brokers, directly impact national revenue, cargo clearance times, and border security.

"Customs brokers are the crucial link between importers, exporters, and regulatory agencies. Their professionalism is key to ensuring revenue assurance and facilitating smooth trade processes," Mr. Kanor stated. He praised CUBAG for promoting ethical practices and member capacity building, urging brokers to continue supporting customs' revenue efforts, as customs revenue is a cornerstone of national development.

Mr. Kanor also assured CUBAG of the Customs Division's commitment to stakeholder engagement, open dialogue, and collaborative problem-solving to tackle supply chain challenges.

In his keynote address, Raymond Amaglo, Director of Operations at Ghana Link Network Services Limited, commended CUBAG for its pivotal role in the success of the Integrated Customs Management System (ICUMS), five years after its launch. Mr. Amaglo described ICUMS as a testament to resilience and partnership, where feedback and cooperation from customs brokers have been instrumental in improving the system, enhancing compliance, and boosting operational efficiency.

"The success of ICUMS is intrinsically linked to the professionalism of customs brokers. Digital transformation thrives when people trust and work together with the system," he explained. Mr. Amaglo also announced the completion of an advanced Tier-4 Data Centre, promising near-zero downtime, enhanced cybersecurity, and faster processing to support Ghana's 24-hour economy agenda.

Nana Fredua Ofori-Atta, President of CUBAG, emphasized the Association's commitment to collaboration with Customs. He stressed the importance of strong partnerships for the survival and relevance of customs brokers, especially in the face of global trade disruptions, rising protectionism, and financial volatility. While global trade in 2025 remains resilient, he warned that smaller firms and developing economies face heightened risks without strategic planning and institutional support.

The AGM concluded with a call for sustained public-private collaboration to modernize customs operations, strengthen compliance frameworks, and enhance Ghana's competitiveness in international trade.
